إن اهتمام العالم بظاهرة "الإرهاب"، وأخذها حيزًا كبيرًا من اهتمام "الساسة والقادة والمسؤولين" في العديد من دول العالم، إلا أنهم لم يتفقوا حتى الآن على مفهوم وتعريف واضح ومحدد للإرهاب، رغم أن الكثير من هذه الدول تعرض له في تشريعاته، ومنها: "الولايات المتحدة الأميركية" خاصة بعد أن نال منها الإرهاب وعانت منه أكثر مما عانت منه باقي دول العالم حين تعرضت لعمل إرهابي في الحادي عشر من سبتمبر/أيلول عام 2001 والذي استهدف برجي مركز التجارة العالمي في نيويورك، وأهدافًا أخرى متفرقة أسفرت عن مقتل ما يزيد عن ثلاثة آلاف قتيل، والذي أعلن تنظيم القاعدة مسؤوليته عنه.
