الملخص :
تناولت دراستنا موضوع إدارة التعددية الإثنية وإستراتيجيات تسوية الخلافات داخل إثيوبيا التي تواجه تحديات وأخطار فرضت عليها نتيجة التوليفة الإثنية التي تتماز بها فهي تعد من بين أحسن النماذج للدراسة في إفريقيا عامة وداخل منطقة القرن الإفريقي بصفة خاصة، ترجع جذور الخلافات والمشاكل داخل هذه الدولة إلى فترات زمنية سابقة أخذت طابع التمرد الإثني للجماعات الإثنية التي تعاني التهميش والإقصاء، وذلك نتيجة للسياسات التي تتخذها السلطة تجاهها، وبذلك هي تضع الدولة على محك الاختبار إما البقاء أو الزوال، ومن اجل تحقيق البناء المجتمعي المتكامل وتفادي تفكك الدولة خاصة وانه في كثير من الأحيان يؤدي التعدد الإثني إلى انقسام اجتماعي للدولة القومية وتلاشيها، وبالتالي يتطلب الأمر اختيار الآليات ورسم الاستراتيجيات المناسبة وتفعيلها بدقة، من اجل المحافظة على دولة اسمها إثيوبيا. قد لا يكون النموذج الإثيوبي لإدارة التعدد الإثني مثاليا، بسبب القصور الذي يميزه، إلا ان تحقيقه لدرجات مقبولة من الاستقرار السياسي والاجتماعي مصاحبة لتقدم اقتصادي، غطت نوعا ما جوانب القصور، خاصة وان إثيوبيا ركزت على أولوية تحقيق الاستقرار السياسي والتنموي على حساب بعض الممارسات الديمقراطية الغربية.
Abstract:
Our study addressed the issue of the management of ethnic pluralism and strategys for the settlement of differences within Ethiopia facing the challenges and risks imposed upon them as a result of the ethnic mix of Featured is one of the best models to study in Africa in general and within the Horn of Africa in particular, where the roots of the differences and problems within this state to the previous periods took the nature of ethnic insurgency of ethnic groups that suffer marginalization and exclusion, as a result of policies taken by the authority toward it, and thus is the state of the litmus test, either to stay or disappearing, and in order to achieve integrated community building and to avoid the disintegration of the State, especially that it often leads to social multi-ethnic division of the nation State, it requires more delicate creatures – is even choose The mechanisms and appropriate strategies and activate them carefully, in order to maintain a state called Ethiopia, the Ethiopian model may not be the management of the multi- ethnic ideal, because of the shortcomings of the individuality, but achieved acceptable degrees of political and social stability and the accompanying economic progress, somewhat covered the shortcomings, especially that Ethiopia focused on the priority of political stability and the developmental, at the expense of some Western democratic practices.
