يعد وجود إدارة محلية إلى جوار باقي المؤسسات السياسية والإدارية للدولة، دلالة صريحة على محاولة هذه الأخيرة تجسيد فكرة المشاركة الشعبية في تسيير وإدارة الشأن المحلي من زاوية سياسية وأخرى إدارية ، فإذا كانت الزاوية الأولى تتطلع إلى مسألة التمثيل السياسي من خلال هذه المؤسسات السياسية في شقها المنتخب أي الهيئات المنتخبة محليا، فان الجانب الإداري منها يصبو إلى إرساء مقومات ومتطلبات المرفق العام وأهدافه على المستوى المحلي، باعتبارها جزء لا يتجزأ من الإدارة العامة للدولة، فهي تعبر وفق هذا المعنى عن الامتداد الهيكلي والوظيفي لبيروقراطية الدولة.
كما وتباينت وجهات النظر حول المكانة التنظيمية والدور الوظيفي لهذه المؤسسات من دولة إلى أخرى على ضوء محددات وفواعل التأسيس لها وذلك استنادا إلى الجدل الفكري القائم بين فقهاء القانون العام، أي بين الاتجاه الذي يعطي أولوية للتعيين على حساب عنصر الانتخاب، والرأي الذي يرى بأسبقية وأفضلية طريقة الانتخاب على الأطر التنظيمية للتعيين، والفريق الذي يرى بضرورة دمج هذين المتغيرين، أي محاولة التوفيق بين هاتين القاعدتين في إطار النظام المختلط، حيث عادة ما تستند عملية تفضيل آلية على حساب أخرى إلى جملة المحددات، الظروف والاعتبارات البيئية السائدة. (سياسية، اقتصادية، إدارية، تاريخية ...) والتي كان لها الأثر الأبرز في تحديد النموذج الأنسب لكل دولة على حدى.

Abstract:
The presence of a local administration next to the other political and administrative institutions of the state is an explicit indication of the latter's attempt to embody the idea of popular participation in the management and management of the local issue from a political and administrative angle, so if the first corner looks to the issue of political representation through these political institutions in its elected part In other words, the locally elected bodies, the administrative side of them aspires to establish the components and requirements of the public facility and its goals at the local level, as an integral part of the public administration of the state, as it expresses, in this sense, the structural and functional extension of the state bureaucracy. The career of these institutions from one state to another in the light of the determinants and factors of their establishment, based on the intellectual controversy that exists between jurists of common law, i.e. between the direction that gives priority to appointment at the expense of the election component, and the opinion that sees the primacy and preference of the method of election over the regulatory frameworks for appointment, and the team that He sees the necessity to combine these two variables, i.e. trying to reconcile these two rules within the framework of the mixed system, as a process is usually based Preference for a mechanism over another to the extent of prevailing determinants, conditions and environmental considerations. (Political, economic, administrative, historical ...) which had the most prominent impact in determining the most appropriate model for each country separately.
