| المجتمع المدني من المفهوم إلى الممارسة |

أن مفهوم المجتمع المدني من المفاهيم التي مازالت تشكل فضاء للنقاش والبحث ويطرح العديد من التساؤلات، منها ماذا نريد من مفهوم المجتمع المدني؟ أو لأي غرض نستعمله؟ وهل هذا المفهوم بمثابة مفهوم إجرائي وأداة نظرية لفهم تحولات المجتمع والتعبير عن خصائص التطور لحقبة زمنية أم أنه أداة لإعادة الإنتاج الإيديولوجي؟
هذه التساؤلات وغيرها التي يطرحها هذا المفهوم تبرز الخلط الحاصل على مستوى المفاهيم والممارسة على حد سواء، فإذا كان المجتمع المدني في المجتمعات الغربية استطاع أن يرسو على مفاهيم محددة وان يضع حدودا لنفسه تحول دون اصطدامه بالمجتمع السياسي، وأن يحل محل الدولة في تصحيح بعض الاختلالات ولعب دوره الكامل سواء على المستوى التنموي، أو على الحد من تجاوزات المجتمع السياسي. فإن واقع حال المجتمع المدني في المغرب أو الدول العربية لم يستطع إلى يومنا هذا فك الالتباس المفاهيمي الذي يشوب مفهومه.
Summary:
The concept of civil society is one of the concepts that still constitute a space for discussion and research and raises many questions, including what we want from the concept of civil society? Is this concept a procedural concept and a theoretical tool for understanding the transformation of society and expressing the characteristics of evolution for a time period or is it a tool for ideological reproduction?
These and other questions raised by this concept highlight the confusion of the level of concepts and practice alike. And to replace the state in correcting some imbalances and play its full role both at the level of development, or to reduce the excesses of the political community. The reality of civil society in Morocco or the Arab countries has not been able to resolve the conceptual ambiguity in its concept.
