عل الرغم من توفّر الدول المغاربية على مقوّمات النجاح، إلا أنها فشلت في بناء اتحاد إقليمي قادر على رفع التحديات في أبعادها الداخلية والخارجية، بحكم العديد من الخلافات الإيديولوجية البينية والجماعية،والتي أدت إلى تأزّم العلاقات المغاربية، فضلا عن غياب إرادة سياسية قوية كفيلة بتطويره. وبالتالي، فقد بات الحلم المغاربي مجرّد حبر على أوراق،وبرقيات يتراسلها القادة المغاربيون فيما بينهم، قصد إحياء الاتحاد. ومما لا شك فيه، أنّ تحقيق الاندماج والتكامل المغاربي مازال حلما يراود الشعوب المغاربية، ومطلبا حتميا ينبغي التمعن فيه برؤية استراتيجية بعيدة عن الحسابات السياسية الضيقة، أو الاختلافات الإيديولوجية. فالدول المغاربية متفرّقة في ظل ظروف وتحديات سياسية، قانونية، اقتصادية، عملت على تعطيل المسار الوحدوي المغاربي. ومن هنا يبقى السؤال المطروح: إلى متى سيظل الاتحاد المغاربي على هذا الحال؟
Abstract:
In spite of affording all the success keys, the Maghreb states fall to build an union, with capabilities to face inner and outside challenges ,regard to the ideological differences, that led to the establishment of intense friction and crisis between this states, also the luck of powerful political wellness to develop this union. So the Maghreb union treaties would be just , dead letter, and communication among the leaders to resurrect the resurrect the union . Uncouthly ,achieving merger and integration remains a dream of the peoples of the Maghreb ,and a, imperative requirement that must be considered with a view of strategy far from narrow political considerations and ideological deffrences, the Maghreb states dispersed under circumstances, and political, legal and economical challenges, that altogether to disrupt the unity path of the grand Maghreb. The major inquiry is, how long will this Maghreb circumstance last ?
