| جيوسياسية المضايق البحرية واثرها على الصراع في منطقة المشرق العربي دراسة حالة مستقبل امدادات الطاقة في مضيقي هرمز وباب المندب 2003 – 2018 |

لقد جاءت هذه الدراسة بقصد تسليط الضوء على الاهمية الجيوسياسية للمضايق البحرية، في اطار تفاعلها مع موضوع الصراع في منطقة المشرق العربي وامن امدادات الطاقة التي تزخر بها بواطن هذه المنطقة، وللتعرف على الاليات القانونية المتعلقة بالمضايق البحرية، ومعرفة حقوق وواجبات الدول المشرفة على المضايق في ازمنة السلم والحرب، وتسليط الضوء على معضلة امن امدادات الطاقة، وخصوصا امن النقل البحري، وتحديد مدى ارتباط المضايق البحرية المعنية في هذه الدراسة (هرمز وباب المندب)، في تغذية الصراعات الجيوسياسية والاقتصادية والطائفية والطاقوية في المنطقة .
ومن اجل التوصل الى معرفة كاملة وتلمس الطريق للوصول الى هذه المعرفة، فقد وظف الباحث ثلاثة مناهج بحث علمية في هذه الدراسة هي: المنهج التاريخي، والمنهج الوصفي، والمنهج القانوني، من اجل التثبت من صحة الفرضيات التي وضعها الباحث والتي كانت على النحو الاتي:
اولا: كلما زادت الاهمية الجيوسياسية للمضيق البحري، كلما زادت حدة الصراع الاقليمي .
ثانيا: ساهمت ضغوطات الدول الكبرى في فرض اجنداتها الخاصة على الصياغات القانونية الخاصة بالمضايق الدولية، الى زيادة الشعور بالغبن لدى الدول المشاطئة للمضايق، ومحاولة التهرب من تطبيق تلك البنود . ثالثا: كلما زادت نسبة هشاشة نظام امن امدادات الطاقة، ازدادت عمليات عسكرة المجالات الحيوية للمضايق .
وقد توصلت الدراسة الى اثبات صحة هذه الفرضيات الثلاثة، كما خلصت الى تحديد الفترة الزمنية الممتدة من العام 2003 – 2018، على انها اعوام شهدت فترة هدوء نسبي بالنسبة للصراعات والتهديدات التي كانت تتعرض لها مضايق (هرمز وباب المندب (، غير ان الفترة التي تلت العام 2008 ولغاية عام 2018، فقد تزايدت وتيرة الصراعات المرتبطة بهذه المضايق، ولما كانت المضايق تشكل اهمية كبيرة في الاستراتيجية العالمية والاقليمية، فان الباحث اوصى في نهاية دراسته بضرورة استمرار عملية البحث والتحليل في هذا المجال الحيوي، وتوجيه مراكز البحوث والدراسات العربية على تشجيع الباحثين من اجل الكتابة في مثل هذا الموضوع .
Abstract:
This study is intend to highlight the geopolitical importance of the sea stairs as a part interaction with the subject of conflict in Almashreq Alarabi .
and the secure energy supply, from the region oil rich resovrses . and to identify the mechanisms of energy which are related to the sea stairs .and to know the legal rights and duties of the states supervising the stairs in times of peace and war and to highlight the security of energy suppress especially the security of the land and determine the extent of the sea stairs which spesfiyed in this study (Hurmaz and Bab almandeb) and there role in feeding conflicts in geopolitical , econ , sectarian , and energetic supplies in the regions.
In order study and analyze the subject the researcher used three scientific methods which are historical , descriptive and legal. to ascertain the validity of the hypotheses. Which were as follows First: the more geopolitical importance of the sea stairs the greater conflict in the region . second: the pressure of the major countries to impcsse their own agenda on the legal formulations of the international stairs increased the sense of weakness of the countries close to the stairs and tried to avoied the application of these roles . third: the higher the vulnerability of the security system energy supply the more vital areas of stairs .
The study concluded the validity of these three hypotheses and it concluded that the period between 2003-2008 that there has been a relation in the conflicts and threats to the stairs (Hurmaz and Bab almandeb) the period following the years 2008-2018 has increased the frequency associated with these stairs . The stairs gave a great importance in global and regional strategy .
finally , the researcher recommended that we need to encourage writing about this subject in Arab research center and encourage researcher to write in such subject.
